so I am going to order some kr timers from rsm and I was told that you need to use esc that does not have govenor on it. How would you know if it does or not?

Most of the less expensive ESCs don't have governor.
One way to tell is to look at the programming card or instructions. If they don't show settings for the governor, then there is not one.

The ones that do (Castle,Schultz,Jeti for example), as far as I know they all can also operate in non-governor mode.

Only buy ESCs that have a programming card, or some other way to program them ( Jeti box and Castle link,DIP switches)
And buy whatever that device is, to avoid "stick" programming. Pretty hard to do without the usual R/C transmitter and only the timer.
Also avoid any that have "auto throttle" settings as the only option, you need fixed endpoints for C/L flying.

RSM has ESCs that will work with the KR timer.
