When trying different size venturis, how do you know when it is too large. Does the engine max out and not be able to create full power?

To Large Engine will not needle, run aways. ALWAYS FAST
To Small Engine will overheat and will not rev-up

Hello,
I just got an OS 25FP, think is the ABN one, and I will order a costum made venturi for it. But what size should I make one? I will use an Original OS NVA
