I was looking at stuff on eBay and I came across this

It's a dual needle valve setup for a Cox Space Hopper .049. I had one of these engines once, but it had a single needle valve. My question is why would this dual needle setup be necessary?

It was for a crude form of throttling in the olden days of RC.
It used a fuel line pinching device to switch between two NVA's, one set properly and the other set full rich.
