Personally I never had a PA .40 but I think it's a totally different animal from a B .40 , probably the causes are:
Timing and design of the transfer ports
Accuracy of the machining and couplings
Materials selection
Ball bearings Vs Bushing
Crankcase strength
Etc, etc.
The difference is probably the engine in its entirety.
