  can anyone tell me what is an acceptable out of round for a S/T 60 sleeve

Hello Bob,
Probably of no use to you, but I have measured OS LA 46 liners with up to 3 thou out of round (measured with professional kit). The strange thing is that it doesn't seem to make any difference to how they run. I suspect that the OS liners are so thin and flimsy that the piston corrects any errors on the first few runs!

no more than .0005  although  the case  can correct  or distort the liner

  This is as much a question as comment, but aren't SuperTigres designed to have an interference fit between the cylinder liner and the case? Seems I remember reading about someone getting aggravated trying to disassemble a ST.60, and finally got the liner out. before putting it back together, re releaved some material from the outside of the liner or the bore of the case for an easy slip fit, and the engine never ran good after that. The reasoning being that no heat sink from the liner to the engine case? I might have even heard that from Tom Lay. Just curious.

many many ST  engines have been ruined by people sanding/lapping/honing out  the case bore, some even do it with wet sandpaper, the inside is now  not  round, and distorts the sleeve, also if you have a nice round case bore, it will help keep the sleeve round, and the ST 60 need a press fit so it will not leak at the exhaust and wrist pin hole.
Steel and aluminum have different expansion rates, opening the case bore just caused leaks
