Two hole spray bars (straight through drilling) are not that unusual, as this is what is supplied with a Fox .35.
The basic concept is the venturi effect creates a vacuum that draws fuel through the spray bar. There are a lot of opinions and observations about where the hole or holes should point, resulting in an opinion that the vacuum will draw out the fuel in many orientations.

It's supposed to be front and back, or, with the axis of the holes at right angles to the axis of the venturi. However, it really doesn't matter very much at all. I have seen them run perfectly well with one hole up and the other down.
