Electric throttle from eons ago...
Even if it was 2-wire, piggy-backed on a control line wouldn't the drag of the thick wire be more than a typical 3-line? (this is an assumption)
Interesting relic.

Very outmoded especially with the advent of 2.4ghz. Using 2.4ghz the line penalty of insulated line goes away. Even with the increase in line diameter over 3 line systems as required by the rules, two line systems have a slight drag advantage.
