Title: Epoxy before Dope?

Boy, I wish I could remember how I used to do things years ago!  What is the preferred method for fuel-proofing an engine and tank compartment?  I am going to use thin epoxy to seal everything up.  Can I then apply clear dope and  paint after or should the clear dope go on first before the epoxy?

Remember to rough up the epoxy surface a little before putting paint on it.
