What thickness of copper sheet do i need to order for Flap & Elevator control horn retainers for 35 to 60 size airplanes? Im refering to the copper strips that are bent around the control horn and glued into the trailing edge. I can get K&S copper sheets in .016 and .025 but not sure if its the right thickness

The Flap & Elevator control horn retainers you can get from Brodak or Tom Morris are .010" brass.

Brass is probably more appropriate, and much more available.
All you use it for it to hold it in place, you want to do something more rigid over the top of it, either fiberglass/epoxy, or the very clever clips that Bob Hunt showed us here:
