They apear to have altered the flaps, they were partial span but less partial than yours appear to be, ( as in they used to be more flap less fixed portion)
Target:
I think my active flap portion on my early version arf is probably a couple inches longer than pictured on skips plane. But there is probably a good 6-7" of outboard fixed flap on my wing (with no dihedral).
