Is there any benefit to having controls on top or bottom of wing? I’m reusing a foam wing from 1/2a. Building full fuse. Origanaly  had controls mounted to top of wing.

Depends on how high or how low thw wing sits in the fuselage.   Also if flying over grass with or with out landing gear.   D>K

    If you are flying over grass, or even on pavement, the bell crank will stay clean and be easier to clean, maintain, and make adjustments if it's on top.  If flying over grass it makes a big difference if you have it on top.

Hello John,

  My experience is that since the stab and elevator
are almost always higher on the plane than
the wing, if the bell crank is on the underside.
then the pushrod  needs a kink in it to clear
the underside of the trailing edge.
  The required kink makes the pushrod
more flexible than a straight rod.

  If it's a smaller plane then not really a
problem until it is.

Just something to consider.

generally speaking I think the controls look nicer when they are hidden from view...but that's just me. H^^

Since you said you're making it a full fuse, I assume that the bellcrank will be inside the fuse, so looks aren't really important here.  Since it was originally a top mounted bellcrank, might as well leave it there.  And, upper mounting means less chance of catching the leadouts on landing (assuming you're hand launching).
