Need a quick reply on battery question

Ok I will move this once I get an answer. I know this goes in amp 'ed up but more traffic is here and need some feed back ASAP.
I'm charging batteries tonight for tomorrow.

I have a 4s battery and cells read as follows.
 C1-3.71
C2-3.72
C3-3.70
C4-3.65

Are the cells off enough where I need to retire the battery. It's about 13 months old.

Cells 3 and 4 do not look good, in particular cell 4.  I would put them on your charger and do a storage run, then see what the cells look like.  To me this battery looks like it was run below the minimum 20% level the last time it was used and then left unused.  The battery should be stored with all four cells at or near 3.8v for safe storage.
