ARC Strega Flap Horn Question`

I'm assembling a Brodak ARC Strega. I noticed that the flap horn has two holes. The top hole gets the pushrod coming from the bellcrank .The other hole naturally connects the elevator pushrod to the flap horn. Here is the question...usually the hole for the elevator push rod(on the flap horn)is just below the top hole ,but on the ARC Strega the hole for the elevator is about 5/8" below the top hole. The elevator horn at the rear has one hole about 5/8" below the hinge line. Why is the elevator hole on the flap horn so far away from the top hole? Will this set up give enough movement out of the elevator? Thanks for any light shed on this question.....PhillySkip
